The League of Legends PBE has been updated this week to Patch 9.14, and it brings a ton of balance changes and tweaks to Akali, Cassiopeia, Galio, Lux, Pyke, Swain, Tahm Kench, and a lot more champions – including Malphite and the prototype Wukong everyone wants to try out in PBE.
Let’s see all the balance changes in 9.14 PBE below, and remember that this PBE cycle has just begun, so all of the values below will be tweaked or reverted after playtesting. Prepare for a ton of balance changes!
9.14 PBE Balance Changes

Ahri

- damage bonus duration lowered to 3 – from 5
Akali
Riot Repertoir’s changelist for Akali plans to add invisibility to her W and a few more tweaks:
Q – Five Point Strike
- AP ratio increased to 80% – from 70%
W – Twilight Shroud
- cooldown changed to 25 – from 25/22/19/16/13
- “[New] Cooldown starts on cast rather than after Shroud expiration”
- energy restore changed to 80 – from 40/50/60/70/80
- [Removed] duration extension
- stealth type: now it is invisibility, not obscurity.
E – Shuriken Flip
- missile damage changed to [40/70/100/130/160 (+35% tAD)(+50% AP)] – from [70/105/140/175/210 (+70% bAD)]
- dash damage changed to [40/70/100/130/160 (+35% tAD)(+50% AP)] – from [50/80/110/140/170 (+70%bAD)]
R – Perfect Execution
- cooldown increased to 120/110/100 – from 100/85/70
Blitzcrank
W – Overdrive
- cooldown increased to 15 – from 10
Cassiopeia
Repertoir added in his changelist Cassiopeia’s new effect on E and some other tweaks:
W – Miasma
- minimum cast range lowered to 100 – from 500
- cooldown increased to 24/21/18/15/12 – from 18/17.5/17/16.5/16
- slow lowered to 20/30/40/50/60% – from 40/50/60/70/80%
E – Twin Fang
- healing changed to [13/16/19/22/25% AP] – from [5-22 (based on level)(+10% AP)]
- [New] 25% heal effectiveness against minions and small monsters
- cost changed to 50 – from [40/45/50/55/60]
Fizz
According to Repertoir’s changelist for Fizz (and Leona), here’s the “Flat DR mechanic” on Fizz’s passive:
P – Nimble Fighter
- damage reduction changed to [5 (+1% AP) against all sources of damage (max 50% reduction)] — from [4/6/8/10/12/14 (at levels 1/4/7/10/13/16) against basic attacks)]
Galio
The Colossus is getting a lot of tweaks this patch, mostly buffs:
P – Colossal Smash
- [Removed] reduces cooldown when Galio hits a champion with an ability.
- next basic attack damage increased to 12/24/36/49/61/73/85/98/110/122/134/147/159/171/183/196/208/220 — from 12-80
- cooldown lowered to 5s – from 8s
- MR ratio increased to 60% – from 40%
Q – Wind of War
- cooldown increased to 14/12.5/11/9.5/8 – from 10/9.5/9/8.5/8
- cost lowered to 80/85/90/95/100 – from 80/90/100/110/120
- damage increased to 80/120/160/200/240 – from 70/105/140/175/210
W – Shield of Durand
- cooldown lowered to 16/14.5/13/11.5/10 – from 16/15/14/13/12
- self slow lowered to 15% – from 30%
- unable to use Flash while taunting
E – Justice Punch
- damage increased to 80/125/170/215/260 – from 80/120/160/200/240
Jayce
(Cannon Q) – Shock Blast
- damage changed to [55/110/165/220/275/330 (+120%bAD)] — from [70/115/160/205/250/295 (+100% bAD)]
Karma
Karma, along with Morgana and LeBlanc, will get truesight when tethering enemies, according to Repertoir’s changelist:
W – Focused Resolve
- “[New] Provides truesight during the root component”
Katarina
Repertoir’s changelist buffed Kata’s Grievous Wounds, also giving the same effect to Kled’s Q.
R – Death Lotus
- healing reduction increased to 60% – from 40%
Kled
Q – Bear Trap on a Rope
- “[New] When yanking an enemy, reduces all healing on them by 60% for 5 seconds”
LeBlanc
As mentioned above, when enemies are rooted by Ethereal Chains (E), they are revealed:

Leona
We talked about Fizz’s flat DR, mentioning that the same treatment will be added to Leona:
W – Eclipse
- “[New] Reduces incoming damage by 8/12/16/20/24 (pre-mitigation, up to 50% of incoming damage)”
- armor lowered to 20/25/30/35/40 – from 25/35/45/55/65
- magic resist lowered to 20/25/30/35/40 – from 20/30/40/50/60
Solar Flare (R)
- “[Removed] Incandescence (empowered basic attacks)”
Lux
Repertoir said in his Tweet that Lux is getting some tuning:
W – Prismatic Barrier
- “[Removed] double effect on returning shields”
- shield amount increased to [50/70/90/110/130 (+30% AP)] — from [50/65/80/95/110(+20% AP)]
– Max Shield amount changed to [100/140/180/220/260 (+60% AP)] — from [150/195/240/285/330 (+60% AP)]
- shield duration lowered to 2.5 – from 3
R – Final Spark
- “[Removed] reset mechanic”
- cooldown lowered to 80/60/40 – from 80/65/60
- AP ratio increased to 80% – from 75%
Malphite
All changes from 9.12 PBE that we have seen here have been added to 9.14 PBE, with the following additions:
W – Thunderclap
- mana cost increased to 35 – from 25
E – Ground Slam
- mana cost lowered to 40/45/50/55/60 – from 50/55/60/65/70
Morgana
R – Soul Shackles
- “[New] Provides truesight during the root component”
Poppy
According to Repertoir, the following changes for Poppy should add some anti-mobility mechanics:
W – Steadfast Presence
- “[New] If Poppy stops a movement ability, the enemy is grounded and slowed by 25% for 2 seconds”
- duration lowered to 2 – from 2.5
- movement Speed increased to 35% – from 30%
- cooldown changed to 24/21/18/15/12 – from 24/22/20/18/16
Pyke
Repertoir’s follow-up on Pyke (changelist here):
Phantom Undertow (E)
- “[Reintroduced] stuns non-champions. Still deals no damage to them”
R – Death from Below
- Damage changed to [250/350/450 (+200% AD)(+200% Lethality)] — from [250/290/330/370/400/430/450/470/490/510/530/540/550 (+80% AD)(+150% Lethality)
- “[New] Deals 50% reduced damage to enemies it doesn’t kill”
- “Your Cut” on Pyke kill changed to [1 “Your Cut” to Pyke AND most recent assister] — from [1 “Your Cut” most recent assister]
- “Your Cut” on Pyke assist changed to [2 “Your Cut” to Pyke] — from [1 “Your Cut] to Pyke]
- “[New] Death from Below’s icon is shown next to Pyke’s health bar while it can be cast for free”
Renekton
A shield-shatter mechanic was added on Renekton (and on Blitz too, but it was immediately removed) – changelist here.
W – Ruthless Predator
- “[New] when empowered with 50 fury, destroys existing damage shields on the target (before its existing effects).”
Swain
According to RiotKingCobra’s changelist, we should see a slightly nerfed Swain in 9.14:
Tahm Kench
In his changelist for Tahm Kench, Repertoir say’s the champ should be “less annoying” now:
Ryze
These Ryze bugs have been fixed in 9.14 PBE
Wukong
All changes from 9.12 PBE that we have seen here should show up today in 9.14 PBE, with Q being renamed into ‘Wuju Strike.’ Here’s what Riot Meddler had to say about Wukong’s bugs from the past days:
“Should be fixed today. I pulled the Wukong update off the PBE build late last week but missed some stuff so there were some buggy interactions between old and new data in yesterday’s build.
For anyone wondering we are going ahead with the update, doesn’t need further PBE testing at present though. Timeframe is dependent on when artists are available in particular which isn’t clear yet.”
Sylas
Sylas is also getting some changes, which are now still tested by Riot’s Squad5lol:
“Testing out converting Sylas’s shield on his E to a magic only shield. Thought is that sharpening his strength vs magical and weakening him v physical should help make him less powerful as a blind pick.
To compensate jungle Sylas, also testing out W working on monsters as well.”
ARAM NERFS & BUFFS
Riot Mort also provided an ARAM changelist with the nerfed/buffed champions for 9.14 in ARAM:
