League of Legends 9.14 PBE: Aatrox, Akali, Galio, Lux, Mordekaiser, Pyke, and More Balance Changes

New balance changes have been added this week in 9.14 PBE, focusing on further tweaking Akali, Blitzcrank, Bard, Cassiopeia, Fizz, Galio, Jayce, Lux, Pyke, and many others. The list of changes is not yet final, and there are more balance changes to the League of Legends champions listed below. This PBE cycle lasts 3 weeks, and it has a lot of content that is subject to change until next week, when Patch 9.14 will go live on July 17.

9.14 PBE Balance Changes

The following champions: Akali, Blitzcrank, Bard, Cassiopeia, Fizz, Galio, Jayce, Leona, Lux, Pyke, Swain, and Ryze – have more changes here in LoL’s PBE server (July 3).

Bard, Cassiopeia, Galio, Leona, Lux, and Sylas have other several changes here (July 4).

Aatrox

Base Stats:

  • HP regen per level increased to .2 – from .15

R – World Ender

  • cooldown lowered to 120/100/80 – from 140/120/100
  • [Removed] Revive
  • healing amp increased to 50/60/70% – from 40/55/70%

Akali

These last buffs are compared to the live values:

Base Stats

  • base MR increased to 37 – from 32.1

Q – Five Point Strike

  • AP ratio increased to 60% – from 50%

Blitzcrank

R – Static Field

  • cooldown increased to 60/45/30 – from 60/40/20

Bard

Base Stats

  • base HP increased to 575 – from 535
  • base HP regen lowered to 1.1 – from 1.5

Cassiopeia

Base Stats

  • base HP increased to 575 – from 537
  • HP per level increased to 90 – from 87
  • base armor lowered to 20 – from 25

Fizz

P – Nimble Fighter

  • base damage reduction lowered to 4 – from 5

Galio

Q – Winds of War

  • damage increased to 80/115/150/185/220 — from 70/105/140/175/210 (live stats)

W – Shield of Durand

  • magic damage reduction per 100 bonus MR increased to [12%] – from [8%]
  • physical damage reduction lowered to [33.3% of magic damage reduction] — from [50% of Magic damage reduction]

Jayce

Base Stats

  • base AD lowered to 54 – from 58
  • AD per level increased to 4.25 – from 3.5

Cannon Q – Shock Blast

  • damage lowered to [55/105/155/205/255/305] — from [55/110/165/220/275/330]

Kennen

Base Stats

  • base AD lowered to 48 – from 50.544
  • AD per level increased to 3.75 – from 3.3
  • attack speed lowered to .625 – from .69

E – Lightning Rush

  • attack speed increased to 40/50/60/70/80% – from 30/40/50/60/70%

Leona

Q – Shield of Daybreak

  • cooldown reverted to 6 – from 5
  • stun duration reverted to 1s – from .75s

Lux

W – Prismatic Barrier

  • shield value reverted to [50/65/80/95/110 (+20% AP)] — from [50/70/90/110/130 (+30% AP)]

Mordekaiser

Passive – Darkness Rise

  • damage changed to [5-15.2] — from [8-25]
  • Death’s Grasp (E) magic penetration lowered to 5/7.5/10/12.5/15% — from 5/10/15/20/25%

Neeko

Base Stats:

  • base AD lowered to 48 – from 52
  • AD/level increased to 2.5 – from 2
  • attack speed lowered to .625 – from .645
  • attack Speed/level increased to 3 – from 2.5

W – Shapesplitter

  • passive movespeed lowered to 10/15/20/25/30% – from 20/25/30/35/40%

Pyke 

R – Death from Below

  • AD ratio lowered to 150% – from 200%
  • damage reverted to [250/290/330/370/400/430/450/470/490/510/530/540/550 (+80% AD)(+150% Lethality)] — from [250/350/450 (+150% AD)(+200% Lethality)]
  • [Changed] Back to “Enemies not executed take 50% damage” from only champions

Ryze

W – Rune Prison

  • AP ratio increased to 70% – from 60%
  • cooldown lowered to 12/11/10/9/8 – from 13/12/11/10/9

Swain

Base Stats

  • HP per level lowered to 85 from 90
  • attack range lowered to 525 from 550

Q – Death’s Hand

  • cooldown increased to 10/8.5/7/5.5/4 – from 9/7.5/6/4.5/3

R – Demonic Ascension

  • Demonflare damage changed to 100/150/200 (+50% AP) + 75% of the damage he healed

Sylas

Base Stats

  • HP regen lowered to 1.4 – from 1.5

E – Abscond / Abduct

  • mana cost changed to 65 at all ranks – from 55/60/65/70/45

W – Kingslayer (W)

  • [Removed] will not heal on large monster damage

Yuumi

Yuumi still has high pro presence, and we expect it to get worse with Karma being nerfed. Our goal is to open a weakness up at early levels while leaving her later game power mostly intact.

Generally we’re trying to accomplish that via mana gating (we expect her to solve her mana issues with itemization fairly quickly). Hitting the mana part of the passive is an attempt to disproportionally hit pro players who can utilize it on cooldown.” – context on the Yuumi changes, provided by the designer for Yuumi, Riot Maxw3ll.

Passive – Bop’N’Block

  • [Removed] will not restore mana
  • shield changed to [50/300] from [80-300]

Q – Prowling Projectile

  • mana cost increased to 75/80/85/90/95/100 — from 60/65/70/75/80/85
  • empowered damage changed to [50/95/140/185/230/275 (+65% AP)] — from [60/105/150/195/240/285 (+60% AP)]

E – Zoomies

  • mana cost lowered to 30/40/50/60/70 from 60/65/70/75/80
  • maximum heal increased to [2.5x base heal value] — from [2x base heal value]
