League of Legends 9.12 PBE: New Balance Changes to Sylas, Ryze, Updates to Mordekaiser And More

UPDATE: New changes in 9.12 PBE have arrived: League of Legends 9.12 PBE Balance Changes: New Ryze Changes, Tentative Tweaks on Sylas

The latest updates on 9.12 PBE include more tweaks for Sylas, some changes to Mordekaiser and the highlight this week is Ryze, which will probably get a lot more changes tomorrow, as noted by Riot Repertoir in his Twitter posts.

But before we see the latest balance changes in the League of Legends Public Beta Environment, let’s see what the latest mid-patch update brings.

You might have probably noticed the official patch notes for patch 9.11 that were released this week to the live servers. Then Karthus, Master Yi and Vayne got a mid-patch update, buffing the first two and fixing a bug for Vayne:

Karthus – R – Requiem: AP increased to 75% (from 65%)

Master Yi – Q – Alpha Strike: increased to 25% attack damage per additional strike (from 15%)

Vayne: Bugfix – R – Final Hour:no longer removes the movement speed granted from her Passive – Night Hunter”

Now let’s check out the balance changes in PBE 9.12.

Mordekaiser

The reworked Mordekaiser is getting a couple of tooltip updates on his passive and W.

  • Passive – Darkness Rise

[Tooltip update] “Darkness Rise can activate on Epic monsters. Aura/speed has a 5s duration and is refreshed with each champion attack or spell hit.”

  • W – Indestructible

Potential shield values separated, now they are: 30% of damage he deals and 15% of damage he takes

[Tooltip update] “Shield value decays over time. Damage stored by non-champion sources reduced by 75%. Minimum Shield: 5% maximum health / Maximum Shield: 30% maximum health.”

Sylas – NERFED

Apart from the changes we’ve seen here, Sylas gets more tweaks:

  • Passive – Petricite Burst

Damage reduction to other targets than the primary one is lowered to 30% (from 50%)

However, he now has 2 charges!

Damage lowered to [(100% AD)+(9+3 per level)+(20% AP)] – from [(120% AD)+(9+3 per level)+(20% AP)]

  • Q – Chain Lash

The explosion damage from the intersection point is lowered to 40/60/80/100/120 (from 45/70/95/120/145), and so is the AP ratio – to 40% (from 60%)

Explosion radius increased to 180 (from 160)

The Live stats for the explosion radius is: 200.

  • W – Kingslayer

Heal increased to 70/95/120/145/170 (from 60/80/100/120/140)

  • E – Abscond / Abduct

Gains a shield on champion and monster hits.

Ryze

Ryze is a bit more complicated, since it has various changes that will probably need more testing, as Riot Repertoir mentioned that:

There will likely be a pretty different one [changelist] on Monday that is less… drastic.

He also noted in his Twitter post that they are “trying two different things out before deciding on the right blend of the two for 9.12,” and he is waiting for feedback on the current changes from players. Here are the current changes in 9.12 PBE, according to his changelist:

  • Passive – Arcane Mastery

Casting a basic Spell reduces basic spell cooldowns by 1 second

Spell damage and shielding increased by 1% of Ryze’s maximum Mana

[Removed] All other Mana ratios

  • Q – Overload

[Removed] Passive effect

Spell ranks lowered to 5 (from 6)

Damage changed to [80/110/140/170/200 (+40% AP)] – from [60/85/110/135/160/185 (+45% AP)]

Overload damage bonus changed to [10/20/30/40/50% (Overload Rank)] – from [40/50/60/70/80% (Spell Flux Rank)]

Cooldown increased to 10 (from 6)

Cost increased to 60 (from 40)

  • W – Rune Prison

Damage changed to [80/85/90/95/100 (+40% AP)] – from [80/100/120/140/160 (+60% AP)]

[New] On champion cast, shields Ryze for 60/80/100/120/140 (+40% AP). On minion cast, gives 160 Mana (net +80 after the spell’s baseline cost).

Mana cost changed to 80 (from [50/60/70/80/90])

CC effect changed to [50% Slow] – from [Root]

CC duration increased to 1.5 (from 0.75)

Spell Flux bonus changed to [Convert Slow to Root] – from [Increased CC duration]

Cooldown changed to 16 (from [13/12/11/10/9])

  • E – Spell Flux

Cooldown changed to 4 (from [3.25/3/2.75/2.5/2.25])

Damage changed to [80/100/120/140/160 (+40% AP)] – from [70/90/110/130/150 (+35% AP)]

Bounce range:

– Between two large units increased to 400 (from 350)

– Otherwise lowered to 250 (from 350)

Cost changed to 80 (from [60/70/80/90/100])

[New] Always bounces

[Removed] Damage on Bounce

[Removed] Bouncing Flux on kill

  • R – Realm Warp

Spell ranks increased to 3 (from 2)

[New] Arcane Mastery mana benefit increased to 2.5/3.0/3.5%

[New] Immediately casts at max range when attempting to cast beyond that

[New] Requires an allied unit to cast near

Minimum cast range increased to 1000 (from 730)

Maximum cast range changed to 3000 (from [1750/3000])

Cooldown changed to [210/180/150] (from 180)
