After the first Live Updates on Patch 9.13 from Riot, we have to say that balancing champions and writing about it was exhausting. Nonetheless, we found out more of the behind the scenes reasons with the balance framework we saw here and the details provided by Rioters. The last changes in 9.13 PBE were final and should make it to the live server starting tonight.
Here’s the schedule for the 9.13 Patch release:
On the NA server, the message says:
“On 06/26/19, starting at, 01:30 Pacific Time (08:30 UTC), ranked queues will be disabled in preparation for patch 9.13. At 03:00 Pacific time (10:00 UTC), the servers will be shut down and all games currently in progress will end in a draw and stats will not be recorded. We estimate the battlegrounds will be unavailable for 3 hours.”
For other regions:
- Ranked Queues disabled: 03:30 (Brazil), 03:30 UK Time (EUW), 01:30 CEST (EUNE), 03:30 Sydney Time (Oceania).
- Server shut down: 05:00 (Brazil), 05:00 UK Time (EUW), 03:00 CEST (EUNE), 05:00 Sydney Time (Oceania).
League of Legends Patch 9.13: Tentative Patch Notes
First of all, we’re all hyped about the new champion that will come tomorrow: Qyiana, the Empress of the Elements, the new member of the Ixtal faction. She is a melee assassin that is supposed to be solo lane – but we all know she’ll be everywhere on the map!
Next, we’re so ready for the new permanent game mode – Teamfight Tactics.

Considering the official 9.13 patch notes are not here yet, we will try to shortly recap what was reverted at the end of this PBE patch cycle. There are many changes coming in this patch, so you will have to visit the links below for a more comprehensive list for various changes:
Illaoi
The Illaoi changes provided by Riot Repertoir will go to 9.13 live:

Karma
Karma’s movespeed nerf by 1 second to her base E stays.
Akali
Update: No Akali changes in 9.13!
Nothing new on Akali’s changelist – we don’t know yet if she will get these changes in the 9.13 patch –
Leona
Leona’s buffs were reverted in the last 9.13 PBE update – (nothing new to her vs live stats).
Malphite
Malphite will continue to be tested in 9.14, so nothing changes for the little rock solid for now, said Riot Lutzburg in a Tweet.
Wukong
The Prototype Wukong changes were again reverted and will be tested in PBE later on.
